Wag The Dog – v2.0

I’ve warned of an upcoming “Wag the Dog” move by Trump (here and here) and it appears that he’s now teed that up.

Trump and his war-drum-pounding national security advisor John Bolton, a man who never saw a place where he didn’t want to start a war, have ordered an aircraft carrier group and bombers to the Persian Gulf, “.  .  .  to send a clear and unmistakable message to the Iranian regime that any attack on United States interests or on those of our allies will be met with unrelenting force.” Bear in mind that Bolton stridently promotes regime change in Iran, a policy which didn’t work so well for us in Iran’s neighbors, Iraq and Afghanistan.

Said Secretary of State Mike Pompeo, “It is absolutely the case that we’ve seen escalatory action from the Iranians, and it is equally the case that we will hold the Iranians accountable for attacks on American interests.” Further, he said, “The fact that those actions take place, if they do, by some third-party proxy, whether that’s a Shia militia group or the Houthis or Hezbollah, we will hold the Iranians — Iranian leadership — directly accountable for that.”

That sounds a lot like we’re on track for an iteration of the August 10,1964 Gulf of Tonkin Resolution, a response to an attack on a U.S. Navy destroyer by North Vietnamese torpedo boats which never happened. The story was a complete fraud.

That phantom attack was used as an excuse to allow President Johnson to escalate the Vietnamese civil and anti-colonial war into a full blown U.S. war without requiring Congress to put on its big boy and big girl pants and declare war. That fraud-inspired U.S. involvement killed 58,000 Americans and untold hundreds of thousands of Vietnamese. The important point for now is that we’ve never turned out a president in time of war. Johnson was reelected 3 months after his fraud.

Trump is highly unlikely to win reelection in 2020 without help and we already know that he has no hesitation to do whatever serves him, regardless of the cost to others or to The Constitution. So, keep your focus on his belligerence, his lies and the excuses coming from the White House for attacking Iran.

That new war will start before November 3, 2020. And our amoral president and our spineless members of Congress, most of whom have never served in war, will once again fail to honor their oath of office. They will send someone else’s kids into harm’s way. We’ll have started another war that’s impossible to end and the Air Force base in Dover, Delaware will once again ramp up its unloading of flag draped coffins.

But that’s okay, because Trump will have wagged the dog and been reelected.

And just in case Trump’s contemptible wag the dog reelection scheme doesn’t look strong enough to him next year, don’t be surprised if he declares a state of national emergency, citing his war in Iran, and cancels the 2020 election. That will be the end of our glorious experiment in self-rule. R.I.P. American democracy.

Finally,

That Trump is an enemy of democracy is indisputable, what with his blatant and flamboyant breaking of our laws and complete disregard for democratic norms. But he’s not alone and I’m not talking now about other autocrats.

You’ll come to understand more deeply and clearly how the Russians bent our 2016 election, how the engineers of fraud choreographed Brexit to the detriment of all of Great Britain and how broken is liberal democracy around the world.

Read, then watch. Then take action, because democracy is a participation sport and, as Thom Hartmann says, “Tag! you’re it!”

Late addition  .  .  .

Trump pulled out of the JCPOA, effectively dissing our European allies in that agreement, and at the same time daring Iran to go nuclear. Now Trump’s additional sanctions on Iran will cause that country’s economy to shrink by 6% this year – that’s over last year’s 3.9% contraction –  while inflation may reach 40%. How long would any nation tolerate that?

In most circumstances, Trump does a hyperbolic, over-the-top declaration of what he will build or do and then does nothing to create policy to make anything happen. In the case of Iran, he is creating just the right policies and pushing just the right buttons to start an unnecessary war.

This is exactly what Congress is designed to prevent. Better contact your senators and representative now.

Like I said, “Tag! You’re it!”

Venezuela and Existential Threats

First, my only comment on the topic of the cherry picked, sentence fragmented Mueller report is that I want the full report – all of it including the appendices – both for the complete, un-predigested information so that I can draw my own conclusions and so that we won’t imagine a Justice Department cover up engineered by Trump’s hand-picked protector.

As of this writing Attorney General Barr has indicated he will release the complete Mueller report by mid-April. There will be redactions, perhaps lots of them. Some will be to protect ongoing investigations. Some redactions will be for national security reasons. Some will be to avoid causing embarrassment to “peripheral innocent people.” I have no clue why that’s more important than instilling confidence in the report for a skeptical public. Absent such confidence, we’re facing an existential threat to our democracy.

If you need insightful commentary on the entire Russia issue, including Mueller’s report, read pal Dan Wallace’s comments. Now to the issue of Venezuela.

The Wall Street Journal ran a story about Russia’s power play in Venezuela. Putin sent 100 troops there to prop up dictator Nicolás Maduro. In reaction to that, reader JC asked if there was anyone left in Washington who understands the Monroe Doctrine or remembers the Cuban Missile Crisis. My answers: no and no.

As you’ll recall from high school American history class, the Monroe Doctrine prohibits further European colonialism in the Western Hemisphere.

At the time of the Cuban Missile Crisis, Soviet Chairman Nikita Khrushchev was cultivating Cuba as a client state, effectively making it a colony of the Soviet Union, the very thing prohibited by the Monroe Doctrine. Soviet missiles armed with nuclear warheads on that island made it an existential threat to the United States.

While President James Monroe couldn’t have imagined nuclear weapons, he and his contemporaries were clear that the presence of European military might this close to home was an existential threat to our nascent country. The Monroe Doctrine was and is about our national security.

During the Cuban Missile Crisis there were thoughtful, careful men in charge who insisted upon best intelligence and carefully considered approaches to the challenges we faced. They had the strength of character to resist knee-jerk military actions and they prevented a catastrophic war.

This time there’s a reality TV personality in charge who doesn’t read, who is incapable of assembling complex thoughts, who doesn’t review the President’s Daily Brief, so he doesn’t know what’s going on, who doesn’t have sufficient self-control to resist temper tantrums and who needs to be seen as the biggest, baddest tough guy. He is supported by Secretary of State John Bolton, who never saw a conflict he didn’t want to escalate into war. As bad, we have a horrendous record of starting conflicts without any plan to end them.

For example, George W. Bush dim-brain/lied us into wars in Iraq and Afghanistan with phantom promises of quick success and happily-ever-after flowers tossed at our troops by Iraqis. Secretary of Defense Donald Rumsfeld declared Iraqi oil would pay for the whole thing. None of that happened.

What was foreseeable but which they refused to foresee was the global refugee problem they triggered and which the world lives with quite unsteadily now. It is a key outfall of Bush’s lies and we still don’t have a plan to end those wars.

Now that Russia has sent its troops into Venezuela we are in a situation not unlike the Cuban Missile threat from the Soviet Union. President Trump backs Maduro’s challenger Juan Guaidó. How will Trump stop Russia from both keeping Maduro in power and from having that military foothold in the Western Hemisphere that is specifically forbidden by the Monroe Doctrine?

In point of fact, Trump has been a disaster of a negotiator for the U.S. He’s been a patsy with nothing to show for his capitulations to Russia and North Korea. Worse, he’s been a lapdog for Putin, who is now threatening Trump’s tough guy posturing.

Trump has told Putin to back off. If Trump tries to negotiate with Putin to get him to do that, Trump’s past negotiating prowess suggests that it probably will look like hollow posturing that leaves Russian troops in place in Venezuela with an escalating military presence in the Western Hemisphere. If instead Trump sends troops in support of Guaidó, we’ll be faced off against the Russians and troops on both sides are likely to be killed. And there won’t be an exit plan from the conflict.

What could possibly go wrong?

And another thing  .  .  .

The Republicans on the House Intelligence Committee called for Adam Schiff (D-CA) to resign his chairmanship of the committee, based on the same kind of Republican partisan brainlessness that we’ve seen for years. Schiff replied with a kind of muscular statement rarely heard from Democrats. Watch the whole thing here.

Last thing .  .  .

Chris Hayes interviewed Alexandria Ocasio-Cortez (“AOC”) on Friday. Here’s a link to a string of videos from that interview. I urge you to watch all of them for one reason. It’s not so that you’ll agree with or find ways to pick apart the Green New Deal or find ways to cheer or criticize her. I want you to think on a higher level.

Specifically, watch and listen in order to understand why she has so completely captured the public imagination. Our Gen X, Y and Z citizens see our politics in the way that Emma Gonzalez sees our embedded intransigence over gun safety: “We call B.S.”

AOC speaks for an overwhelming majority of Americans, regardless of how much you may fundamentally disagree with her policy ideas or fear your own loss of power.

To Our Legislators:

Get on board with working with people who see the future far differently than you do. If you don’t want to do that, I suggest that you polish your résumé in preparation for entry into an exciting new career. That’s because these folks know that they’ll be the ones who will live with the consequences of what we’re creating right now, so they have a far more powerful interest in a sustainable future. We have created an existential threat to them and they won’t let us mess it up any more.

Do They Even Remember?

In the 1997 movie The Rainmaker, Matt Damon plays the part of a rookie attorney up against an army of lawyers for the defense. He attempts to take depositions from employees of the company he’s suing, but is repeatedly told that the people he intended to depose are no longer with the company. It’s clear from the proceedings that the defense is employing slimy tactics to thwart Damon’s efforts. At last he asks the chief defense lawyer, “Do you even remember when you first sold out?” That question has sad application today.

In Sheila Markin’s current post she writes,

Republican Senators know full well how dangerous Trump is and say so behind closed doors, but they will not act to counter him because they think their constituents support Trump. These Senators believe they need to follow the will of their voters and that if they do not, they will face a primary challenger. They may be right. Notice that Lindsey Graham used to push back against Trump but when he did that his poll numbers with Republicans were in the dumper. It was clear that he could get primaried. Now that he is a Trump sycophant, his approval with Republicans in his state is up to 70%. Instead of defending democracy, instead of teaching his constituents to think differently, Graham has gone to the dark side.

Think about Rep. Devin Nunes (R-CA) and his transparent antics last year. As chairman of the House Intelligence Committee, instead of doing his job of leading a serious investigation into possible nefarious Russian connections to the Trump administration and campaign committee, he put all his efforts into protecting Trump. That included his laughable theatrics about an urgent “newly discovered” memo, which we learned shortly thereafter he had picked up from the White House the evening before. He refused to subpoena or even call many key witnesses and prevented the challenging of witnesses who refused to answer questions, claiming a privilege that doesn’t exist. Some witnesses lied and weren’t held accountable.

I understand the self-preservation urge these legislators feel, but that wasn’t part of their oath of office. They swore quite specifically to protect and defend the Constitution of the United States against all enemies, foreign and domestic.

Even if they don’t think the President is an enemy, 17 of our intelligence agencies have stated unequivocally since 2016 that Russia and its agents cyber attacked and are continuing to cyber attack the United States. That shifts them from the category of adversary to enemy of our country.

Many of our Republican legislators have turned a blind eye to that. They have refused to carry out the actions required by the oath of office to which they swore and instead, through their inaction, have supported the obstructions created by this president. And he remains the target of a counter-intelligence investigation for very threatening reasons. Perhaps the refusal of these legislators to stand up to Trump, even for national security reasons, really will ensure they won’t get primaried. But what about our country?

These people know exactly what they’re doing.

Do they even remember when they first sold out?

Late addition:

Watch the vote in the House on the bill to stop the President’s national emergency power grab. There is nothing conservative about such a move; indeed, when President Obama did things far less of a reach he was excoriated by Republicans, so they should vote to stop Trump, one and all. But most won’t.

Then watch the delay shenanigans in the Senate on that bill. They will pull every procedural trick out of obscurity to avoid taking a stand. When the delays are exhausted, the bill might pass, but many Republicans will vote against it – or I should say, they will refuse to stand up to Trump. As The Rainmaker attorney asked, “Do they even remember when they first sold out?”

Wag the Dog

This is from the Sunday New York Times:

“At [national security advisor John] Bolton’s direction, the National Security Council asked the Pentagon last year to provide the White House with military options to strike Iran .  .  .”

Let’s put this into perspective.

Gen. Colin Powell warned us against doing military stupid stuff in his Powell Doctrine decades ago. It’s grounded in the painful lessons of Vietnam and, while it has weathered criticism for being incomplete, it’s hard to disagree with Powell’s cautionary message. Sadly, we’ve pretty much ignored it time and again.

Not stated in the Powell Doctrine is another of his admonitions, the Pottery Barn rule: You break it, you own it. And so we do in Iraq and Afghanistan, the longest wars in our history. Now John Bolton, always eager to flex US muscle, has asked for plans to strike Iran.

Can you imagine Donald Trump being a calming voice of reason to tether John Bolton to reality? Neither can I. If Bolton gets his way we will break yet another country where we will then be in perpetual war. And this story gets worse.

We are mired in the longest government shutdown in US history. The president is threatening to declare a national emergency in order to overpower Congress and get his useless wall. You need to understand what such a declaration can mean.

In a time of declared national emergency the president has vast powers. Here’s a partial list:

Suspend the Constitution – yes, SUSPEND THE CONSTITUTION!

Redirect money in blatant conflict with Congressional intent

Declare martial law

Deploy our military in-country

Seize control of the internet

Shut down communications (telephone, radio, television, etc.)

Freeze bank accounts – including yours

Suspend habeas corpus (i.e. imprison Americans without charge and without due process of law – Think: Guantanamo in Des Moines, IA)

Control the states’ voter databases

Sanction Americans without charge and leave them without recourse

Effectively, the president can become a monarch. Perhaps Trump will prefer autocrat or generalissimo or kommisar or general secretary or chairman. Regardless of the label, it will be the end of American democracy.

This president has repeatedly shown that he has no regard for Constitutional limits, much less respect for legislative and cultural norms. He’s given us no reason to believe that he would refrain from outrageous behavior following his declaring a national emergency. And with the help of Mitch McConnell for the past two  years, Trump has packed the courts and his cabinet with people who likely would refuse to stand up to him.

A declaration of national emergency, whether for his fantasy claims of crisis at our southern border or for a pending or hot conflict with Iran or Argentina would be just the thing for Trump to consolidate power. Beyond fulfilling Trump’s bottomless ego needs, such a declaration will completely divert attention from his conspiracies with Russia. It’s the ultimate distraction and, perhaps, the negation of any investigation into his possible criminal activity.

Did I mention that this story gets worse? It does.

We never vote leaders out of office during war time and very rarely during any other national emergency. The only contrary example I can think of is Herbert Hoover, who lost the 1932 election to Franklin Roosevelt for his mishandling of the Great Depression. Nevertheless, the point for us now is to be clear that a declaration of national emergency, regardless of the justification Trump uses, would likely ensure Trump’s reelection in 2020, if, indeed, we even have another election.

And that will make Vladimir Putin very happy. His only regret will be that he won’t have any more kompromat on Trump, because exposing Trump’s money laundering, his tax fraud, his obstruction of justice and his treason will no longer matter.

Wag the dog.

What’s Next

I’ve been wondering about the important actions we should expect from the 116th Congress.

Adam Schiff (D-CA), the incoming chair of the House Intelligence Committee, has promised a real investigation into Russian meddling in our 2016 election. That will be in stark contrast to the investigation led by committee chair Devin Nunes (R-CA and Chief Trump Weenie). Under Nunes’ chairmanship, all efforts to actually investigate were thwarted by Nunes. Perhaps this time we’ll get some truth about what happened and who’s responsible. The committee might even investigate Russia’s meddling in our 2018 election. They could generate some ideas about how to protect our nation. That would be refreshing.

There are other committees which will have to start their work anew because of Republican obstruction for the past two years. Rep. Jerry Nadler (D-NY) will be the chair of the House Judiciary Committee. Do you suppose he’ll be able to find anything worthy of investigation?

Rep Elijah Cummings (D-MD)* will chair the House Committee on Oversight and Government Reform.  Looking at the mess he’s facing, Cummings said, “The oversight job after two years of Donald Trump is like coming upon a 73-car pileup on the highway.” Read this for context. The chief issue soon to be before us, though, is impeachment.

Trump has laid his obstruction of justice and his violations of the emoluments clause in plain sight. That’s plenty of reason to start an impeachment action. It seems likely, though, that there won’t be enough courage in the Republican controlled Senate to convict our presidential perp. Finding enough starch in Republican spines may have to await the Robert Mueller report, recently predicted to arrive in February. That’s when things will become even more weird.

Trump has made Matthew Whittaker the acting attorney general, which may compromise justice. For a long time Whittaker has gone out of his way to criticize and attack the Mueller investigation. There’s no question about his prejudice. Whittaker is anything but an honest broker. Further, he has refused the direction of the Justice Department Ethics Committee to recuse himself from the Mueller inquiry. Democrats have promised to call for Whittaker’s removal from office in January, but that won’t fix this problem.

That’s because Trump has nominated William Barr to be attorney general and Barr is similarly negative toward the Mueller investigation. He is another less than honest broker. Clearly, Trump is stacking the deck to avoid justice. He’s making it questionable whether Mueller’s report will ever see the light of day or whether our government will take action. If you believe in a nation of laws and not of men, this situation should send shivers up your spine.

Democratic leadership has determined that keeping Trump’s malfeasance in the news, death by a thousand cuts over the next two years, will help Democrats in the 2020 elections. The problem with that is that it means that no impeachment efforts will be made and Trump will remain in office for another two years. Decide for yourself what two more years of Trump’s self-serving, ignorance-based chaos will do to our country and to the world.

Decide, too, what it would mean for our country if Trump is removed from office and Mike Pence becomes President. This is the same guy who Indianans were turning out of office in 2016 because of his radical beliefs and complete disregard for the truth. Picture him as president, recommending “pray away the gay” treatment for our LGBTQ citizens. He did that when he was governor of Indiana. That ought to send shivers up your spine, too.

That leaves us with no good option for our next two years, so we have to choose the least bad solution. Here’s how to do that.

There is room for debate about the proper role of the federal government, but everybody believes that ensuring the safety and security of our nation is its primary job. For guidance on this, read Gen. Jim Mattis’ resignation letter. Note his clarity about standing with our allies and opposing those who would do harm to us or our allies and how important that is for our national security.

Former National Security Advisor Susan Rice wrote:

“.  .  .  Mr. Trump himself — has dealt the death blow to effective policy making. The president couldn’t care less about facts, intelligence, military analysis or the national interest. He refuses to take seriously the views of his advisers, announces decisions on impulse and disregards the consequences of his actions. In abandoning the role of a responsible commander in chief, Mr. Trump today does more to undermine American national security than any foreign adversary.”

We are substantively less secure now than we were two years ago. So, too, are our allies, the nations Trump has effectively told we will not stand with in case of trouble. These are the same nations who stood with us following 9/11, the only time in the history of NATO that Article 5 has been invoked. That’s the “collective defense” section of the NATO charter.

Which leads back to the question of impeachment and whether we can tolerate two more years of Trump’s hands on the reins. He’s a suck up to Putin, who is nuclear sabre rattling and rapidly expanding Russia’s military capabilities right now. He’s invading neighboring countries with impunity. Trump refuses to speak against that or take any action. At the same time, Trump is abandoning our friends like it’s just another of his divorces. He makes decisions based solely on what’s good for himself, not what’s best for our country.

I’m much less interested in what’s good for Democrats in 2020 than I am for what is best for our country. As bad as Pence may be, we need to get rid of Trump before he can do yet more damage. Besides, Pence may get caught up in the Mueller sting along with Trump and his family. That would bring about the very worst nightmare for members of the Republican Freedom Caucus: President Pelosi.

Why So Many Are Angry

The 2017 Tax Cuts and Jobs Act was promoted as a surefire way to increase the wages of working Americans and promote the hiring of additional workers. “More than 70% of this [tax cut] will be returned to workers,” said White House spokesperson Sarah Huckabee Sanders, reading from official White House notes. It didn’t work out quite that way.

Corporations used far more of their tax savings on stock buy-backs than on anything that would directly benefit workers. The total used for stock buy-backs has surpassed $1,100,000,000,000 and the primary beneficiaries of that are people who are already wealthy.

Let’s try one more example.

After filing for bankruptcy, Sears closed many of its stores and the pink slips they put into workers’ pay envelopes told them that there would be no severance pay for them due to the bankruptcy. Now they’re giving out $25 million in bonuses to top executives. These are atta-boys for the very geniuses who drove the company into bankruptcy.

Want another example?

Wisconsin voters elected to boot Republican Gov. Scott Walker out of office and replace him with a Democrat. The lame duck session of the Republican state legislature then passed a series of bills designed to dramatically limit the power of the incoming Democratic governor and Walker has signed those bills into law. That keeps power in the hands of the people who lost the election and effectively thwarts the will of the people.

This post isn’t about railing against fat cats or Republicans. Rather, it’s about why we citizens are angry. It’s about real grievances rooted in the lives of millions who suffer while the powerful few enrich themselves.

I’m all for capitalism, but it, like anything, can be used to abuse, which is why we have regulations. Sometimes those regulations are ignored by those in power. Sometimes they pass laws that either directly or indirectly pad their own pockets and those of their “donor class,” often at the expense of the rest of us.

One last example.

Lt. Gen. Michael Flynn was President Trump’s first national security advisor. He was lobbying for a foreign government at the same time that he was receiving top secret U.S. national security briefings. What’s wrong with this picture?

Flynn lied about it. Trump tolerated it. How are you feeling about the performance of the primary job of the federal government – to protect our country and ensure national security? Flynn got $600,000 for his deceit.

When it consistently feels like you’re the screw-ee, there comes a breaking point for all of us and we get very angry. Some want to carry torches in the street and burn it all down and they will vote for whoever speaks to their rage. As long as that rage is continuously validated, all other leadership outrages can be ignored, like putting numbers on the forearms of child detainees at our border concentration camps instead of assertively dealing with the crisis of people seeking asylum.

One of the reasons we remain so very angry is the continuing Russian propaganda machine that has permeated our nation. Russia has worked to divide us, polarize us, confuse us, sow dissent and stoke our anger against anything that we used to see as bedrock of our nation. The people in our national security agencies are working to unravel that, but the most important point is that the leader of our country refuses to crack down on the Russians. Rather, he continues to create chaos – distracting, America-defeating chaos – making the stock market tumble, shaking our international alliances and making foreign autocrats applaud.

All of that and more is why so many of us are angry.

One more thing in two points .  .  .

First, the government is shut down. That isn’t about immigration. It isn’t about national security and it isn’t even about a wall. It’s entirely about Trump’s infantile ego. He declared on TV, “If I don’t get what I want, I’ll shut down the government.” (Play the audio below for the recording.) That has absolutely nothing to do with what’s best for our country.

Trump is promising to hold his breath and turn blue until he gets his way. And he thinks that’s what we should care about.

How is that working for you – or for the thousands of federal workers who won’t be getting paid?

Second point: Trump’s tweet that he will swiftly remove our troops from Syria came as a surprise to literally everyone, including our own Defense Department. Trump intends to cede the entire middle-east to the Russians, the Turks and the Iranians and abandon our allies, the Kurds, again. That is past the line of what Gen. Jim Mattis can tolerate, so he’s leaving the Defense Department. That’s shaking up our allies because there are no longer any adults in the room.

Main point: As important as these two issues are, recognize that Trump has effectively changed the national story away from the known 17 current investigations into the Trump Crime Family. Keep your eye on the ball.

Last minute correction: I’m informed that the numbers being written on the forearms of detained kids at our southern border are being written by welfare workers. I don’t know how that makes a difference from the same thing being done by government workers, but I’m told that it does. Just get that if these kids hadn’t been separated from their parents there would be no need for Gestapo-like numbers on their arms or any other form of ID. And get that this tattooing is being done in your name.

Irony

Chiang Kai-shek was the leader of the Republic of China during the Second World War and was our ally in fighting the Japanese. In the Chinese civil war following WWII Mao Zedong’s army won and Chiang and his army retreated from mainland China to the island of Formosa, now called Taiwan. Throughout the period we remained an ally of Chiang and saw Mao as our enemy, both because the enemy of our friend is our enemy, and because Mao’s Chinese were godless Communists bent on world domination like their Soviet neighbors.

When Stalin died in 1953 Nikita Khrushchev became First Secretary of the Communist Party of the Soviet Union. We didn’t like him or the Soviet Union and they were a far greater threat than was China because of their military might and their belligerence. Indeed, Khrushchev was famous for criticizing our capitalism, saying that the Soviet Union would sell us the rope used to hang us. He also said, “We will bury you.”

We saw the Chinese and the Soviets as godless Commies and nobody railed more or louder against them than our Republicans. They fashioned themselves as the ones with the heavy starch in their spines, the true defenders of our nation and the foremost opponents of Communism. Republican Richard Nixon made his reputation railing against Communists. But then some odd things happened.

Nixon the Commie hater was in the midst of making the Watergate affair as bad as it could be and off he went to Communist China to sip ceremonial drinks with the very people he had spent decades vilifying. The primo anti-Communist began the process of normalizing relations with Communist China. It was amazing irony.

Ronald Reagan spent decades waving the red, white and blue and vilifying the hammer and sickle and when it was his turn to fight the Cold War he did it by increasing our military spending 43% in peacetime, including development of the B-1 bomber. That forced the Soviet Union to increase their military spending to keep up with us. At last they couldn’t do it any longer and, effectively, we spent them into bankruptcy.

At the same time Reagan established a relationship with Soviet leader Mikhail Gorbachev, even as he implored Gorbachev to, “Tear down this wall.” Reagan bankrupted the Soviets, made friends with their leader and won the Cold War without firing a shot. No irony here. Then it came back.

It was left to Republican George H.W. Bush to put the final nail in the Soviet coffin. But a Soviet KGB agent named Vladimir Putin wasn’t at all happy about what had happened and vowed to return Russia to its former self-imagined greatness.

Fast forward to 2015 and Putin’s Russia had figured out how to infiltrate American culture to bend America his way. The U.S. intelligence agencies are unanimous and clear about Russian hacking, propaganda, cyber-infiltrating, as well as human infiltration into our elections, our government and our society.

We’re learning of Russian infiltration of the Second Amendment thumping NRA and what is likely to be found to be tens of millions of Russian dollars filtered through the NRA to get Trump elected.

What the Russians have done is very bad and very threatening. What we have done is far worse.

Under this Republican president we have done nothing to stop the Russians. Trump has refrained from everything he might have done to restrain Russia and has lauded praise on Putin whenever he could. And even those aren’t the worst things that have happened.

Our Republican Congress has done nothing to get to the root of the Russian invasion and, indeed, they’ve done everything they could to block congressional investigations into it. This Republican Congress has done absolutely nothing to prevent yet more Russian meddling. They have put no checks on this president and his Russia enabling, nor any requirements for action to stop the hijacking of our democracy.

Get that these are Republicans, the self-described stalwart defenders and protectors of our nation. They’re the chest-puffed strong ones and they’re allowing Khrushchev’s threats to come true.

The irony is stunning. The cowardice in the face of a clear and present danger is appalling.

The American Citizens’ Power Restoration Act

For decades there has been a continuing creep of power into the hands of the Chief Executive. In part, that has been caused by the abdication of responsibility of Congress.

Further, there has been a continuing increase of big money influence in our politics, giving far too much power to wealthy interests, often to the detriment of the country and at the expense of the people.

The intent of this Act is to remove excessive power from wealthy interests and to enjoin all but human beings from participation in the elections, the electoral process and the governing of this nation, and to restore power to all the people of the United States of America. Some sections of this proposed Act will require an Amendment to the Constitution in order to be adopted. Nevertheless, I invite you to consider the points offered and comment below.

  1. Section 1: Power to create. Congress shall have the power to establish limitations on who may contribute to candidates, elections and the election process; the duration of service in public office; the amount of money and money equivalents that may be contributed to elections and to actions designed to influence elections (“electioneering”).
    1. For the purpose of this Act, money is property, not speech, and therefore may be regulated.
    2. Any and all regulations of human activity that are created by or fall under the jurisdiction of this Act shall be applied equally to all citizens.
    3. Any and all regulations of non-human activity that fall under the jurisdiction of this Act shall be applied equally to all non-human entities.
  2. Section 2: Contributions. No United States citizen shall be allowed to contribute more than $5,200 to any one candidate in any one election cycle, nor shall any citizen be allowed to contribute an aggregate total to all candidates in any one election cycle more than $50,000.
    1. The contribution total limits apply to money and any and all money equivalents, including but not limited to services, use of real estate and/or offices, staff support, advertising, travel and other tangible or intangible items and actions of value.
    2. All money, money equivalents, and any other thing of value contributed to an election campaign must be disclosed to the federal government at the time of such contribution. The information required to be disclosed includes but is not limited to the identification of the contribution, whether financial or a money equivalent, the amount of the contribution and the identity of the contributor. The federal government shall publish a continually updated list of contributions for public review.
    3. No foreign entity of any kind may contribute money or any money equivalent to any campaign, election, election process or electioneering in the US, nor may any foreign entity lobby for or against any elected or appointed position in any governmental body.
  3. Section 3: Participation by human beings only. No entity that is not a human being may participate in any federal, state or local election or election process or in electioneering in any manner.
    1. This Section applies to businesses of any and all forms, including but not limited to corporations, partnerships, LLCs, unions, associations, influence organizations (“lobbyists”) and any other entity that cannot be commonly identified as a human being (“non-human entities”).
    2. Disputes as to whether a potential contributor is a human being or non-human entity shall be resolved by a panel of three (3) board licensed physicians.
    3. No non-human entity may contribute anything to affect any election, nor may any non-human entity contribute to any form of aggregated funds designed for the purpose of electioneering.
    4. For purposes of this Act, “election” means any and all components of the process of an election campaign.
    5. For purposes of this Act, “contributions” includes but is not limited to contribution of money either directly or indirectly, in kind contributions, physical or intellectual actions or offerings, aggregation of funds, and other actions that might directly or indirectly affect an election or the election process.
    6. For purposes of this Act, “electioneering” means any and all activities that might:
      1. promote or denigrate an individual running for elected office;
      2. promote or denigrate any political party;
      3. advocate for or against any issue, including but not limited to contribution of money or things or services of value, either directly or indirectly, designed to influence an election or the election process. Specifically prohibited are participation in any manner in PACs, SuperPACs, 501-c4 organizations or any entity, the actions of which are intended in any manner to affect an election or the election process or the functions of government, regardless of the percentage of such organization’s resources used for such purposes.
  4. Section 4: Term Limits. Supreme Court Justices and all elected positions, whether federal, state or local, shall be term limited as follows:
    1. For Supreme Court Justices, the maximum allowable duration of service shall be 20 years.
    2. For elected positions of two years duration, the maximum allowable duration of service shall be twelve years or six terms.
    3. For elected positions of four years duration, the maximum total allowable duration of service shall be eight years or two terms.
    4. For elected positions of six years duration, the maximum allowable duration of service shall be twelve years or two terms.
  5. Section 5: Who is allowed to vote and equal access to voting. All citizens of the United States of America who are in good standing are allowed to vote in all federal, state and local elections within the jurisdiction of their primary residence.
    1. All laws that restrict voting by means of a mandatory government issued picture ID are immediately void upon the adoption of this Act.
    2. Convicted felons who have served their sentences either in full or as adjusted by an appropriate court and who would be eligible to vote absent a criminal record are allowed to vote, regardless of the violation for which they were convicted.
    3.  Locations of voter registration and polling places and hours of operation of such places shall be located within each state for the equal convenience of all citizens of each state.
      1. No citizen shall be discouraged from voting due to the inconvenience of location or hours of operation of voter registration offices or polling places.
        1. There shall be no undue burden of travel to such places from any residence in any state. Voter registration places and polling places shall be located such that there is not more than 30 minutes required to travel to such places for any citizen.
        2. Hours of operation of voter registration and polling places shall be uniform across any state and not designed to discourage either voter registration or voting.
    4. All states shall offer a minimum of three (3) weeks early voting time prior to all scheduled elections, whether federal, state or local.
    5. All states shall offer absentee voting for a minimum of six (6) weeks prior to all elections, whether federal, state or local.
    6. Congress shall institute a national holiday on federal election days to encourage voting by all citizens.
    7. All states shall institute automatic voter registration upon a citizen applying for a driver’s license or the achievement of a citizen’s 18th birthday, whichever occurs first.
  6. Section 6: How Election Results are Determined.
    1. The Electoral College is dissolved upon the adoption of this Act. All election results shall be determined solely by the totals of the popular vote.
    2. The final result for all elections will not be determined until all votes cast are properly counted and registered, regardless of the length of time required for such counting and registering.
  7. Section 7: Oversight
    1. No candidate running for office in any federal, state or local election may at the same time be involved in any way in the control or influence of the election itself.
    2. Both appointed and elected officials whose responsibilities include in any way the oversight, control or influence of elections must first resign their position before running for office.
    3. Both appointed and elected officials who have any influence whatsoever on voter registration and any part of the electoral process must resign their position before running for office.
  8. Section 8: Enforcement. Congress shall establish appropriate penalties for violation(s) of the provisions of this Act.
  9. Section 9 Severability. Should any provision of this Act be found unconstitutional, it shall be severed from the rest of the provisions of this Act and all remaining provisions shall be left fully in force.

George W. Bush Rehab

This is important on 9/11.

There seems to be a surge of warm and fuzzy over former President George W. Bush, so the Daily Kos has pointed out the obvious. Quoting them,

George W. Bush ignored screaming sirens before the September 11 terrorist attacks.

George W. Bush used those attacks to lie the United States into attacking a nation that had nothing to do with them, and hundreds of thousands of innocents were killed, with millions made refugees. The disaster he created continues.

George W. Bush authorized torture.

George W. Bush let a great American city drown.

George W. Bush ignored climate change and his policies actively made it worse.

George W. Bush deregulated everything, attacked unions and the social safety net, and crashed the economy.

With a  memory dulled by time and with Trump as the comparative, Bush might look better now than he did in 2008, but let’s be clear about why he had one of the lowest presidential approval ratings ever recorded: he was a terrible president and we continue to live with the fallout. We are still at war in Iraq and Afghanistan, now 15 and 17 years later and with no end in sight because Bush never had an exit plan for his unnecessary wars.

During the 2000 primary campaign Bush attacked John McCain’s war record. You have to be clear that as the Vietnam War was raging, instead of going to southeast Asia as McCain did, Bush had a fine time flying jets in Texas. Nobody ever fired rockets at him like they did at McCain.

And Bush impugned the patriotism of former Sen. Max Cleland (D-GA), who lost both legs and an arm in Vietnam. That impugning of Cleland and his attack on McCain tell you all you need to know about the character of George W. Bush.

You may recall that President Obama campaigned in 2008 on hope and change and there’s a reason his message resonated with the overwhelming majority of Americans: under Bush, we felt hopeless and were desperate for change.

Bush delivered a nice eulogy for McCain, but that doesn’t counterbalance what he did before. If your memory needs refreshing, you can visit the 9/11 Memorial in New York and the Flight 93 National Memorial in Shanksville, PA and visit the 9th Ward in New Orleans or just look at the millions of middle-east refugees flooding the world right now as reminders of his ineptitude.

So, don’t get all nostalgic for George W. Bush and long for him as though those were the good old days and he was up to the task. They weren’t and he wasn’t.

Nightmare

We all knew Hillary was right, that Donald Trump was temperamentally unfit to be President of the United States. We knew he had no clear policy positions and no moral foundation. For Trump supporters, that was the attraction, the point. It was the middle finger flicked at the establishment and it has turned out to be the angry extremist gift that keeps on giving. For the rest of America his unfitness for office has become the ongoing nightmare we feared.

When he posted his infantile tweet that his button was bigger than Kim Jong-Un’s my fear of his being in control of our thousands of nuclear warheads came into full focus. I pictured Trump in the Oval Office ordering his generals to destroy North Korea and wondered what would happen. Would they salute, say, “Yes,sir” and give the orders to annihilate? That is what they are supposed to do.

Or would the generals each in turn refuse to start World War III? Would they stand up to this petulant narcissist, telling him that they will not enable him to destroy the Earth? I imagined him firing generals one after another until at last he found one who would knuckle under to his pique; then the destruction would begin.

This is an insane and convoluted situation because of two contradicting points. In my heart of hearts I pray for military people with spine to stand up to our tantrum-prone president. The incompatible point is that civilian control of our military is a foundational principle of our country. The military isn’t supposed to refuse orders from the Commander-in-Chief. Standing up to the president in that way is not just mutiny: it’s a coup.

We’ve had plenty of exposés of the White House chaos and backstabbing and of the quiet resistance to this president, but now we have the anonymous essay in the New York Times by a high level administration person declaring in no uncertain terms that people we didn’t elect are working at odds to the president. It is effectively a coup not unlike my nightmare wonderings about military resistance to nuclear confrontation. And weirdly, bizarrely, I’m cheering for the insurgents. My cheers are driven by my fear of the harm Trump is doing to our country.

Understandably, Trump is off the rails in anger over learning that his own people are undermining him. He and his sycophants are focused on calling the author of the op-ed ugly names. What they are not doing is addressing the substance of his/her accusations. Worse, neither is there anyone in Congress lifting a finger to do anything about it. Mostly we’ve been getting reactions to the op-ed from legislators saying things like, “This is nothing new to us,” as though it’s just another day through the looking glass. “Oh, well.”

The Trump craziness and the resistance to it is exactly what is going to continue to happen if Congress refuses to act. We will simply wait around for the next outrage and next insult to our democracy and Trump’s undermining of the Constitution – then the next and the next until there’s nothing left to insult. We can wake up each day with a new version of the ongoing nightmare. Or we can act.

What will those now idle lawmakers say to their grandchildren when they ask what they did to preserve our democracy?
